Réunion d'information de l'ONU sur les droits de l'homme par Martha Hurtado sur l'Irak
“Nous sommes préoccupés par les amendements proposés à la législation en Irak qui, s'ils sont approuvés, imposeraient la peine de mort ou l'emprisonnement à vie pour des relations homosexuelles consenties, ainsi que pour certaines formes d'adultère. Nous appelons les membres du Parlement à veiller à ce que toute législation soit pleinement conforme aux obligations en matière de droits de l'homme de l'Irak,” a déclaré la porte-parole Marta Hurtado lors de la conférence de presse bihebdomadaire à Genève.
C'est parmi les questions soulevées, avec une profonde préoccupation, par le Haut-Commissaire des Nations unies aux droits de l'homme, Volker Türk, auprès des autorités irakiennes lors de sa mission en Irak en août de l'année dernière, a-t-elle déclaré.
Pour les pays qui n'ont pas abolit la peine de mort, le Pacte international relatif aux droits civils et politiques, que l'Irak a ratifié en 1971, limite strictement la peine de mort aux « crimes les plus graves », ce qui implique des crimes d'une extrême gravité impliquant un meurtre intentionnel.
“Les amendements proposés sont d'autant plus alarmants dans le contexte de l'Irak, étant donné son recours croissant à la peine de mort. Plus d'une douzaine de prisonniers ont été exécutés à la fin de 2023, et des rapports ont été reçus indiquant que l'exécution de centaines de prisonniers a récemment été autorisée,” a déclaré Hurtado.
“Nous appelons le gouvernement à suspendre toutes les exécutions prévues et à établir un moratoire sur toute imposition de la peine capitale, en vue de son abolition,” a-t-elle déclaré.

UN Human Rights Chief Volker Türk on Thursday briefed the Human Rights Council in Geneva on the human rights situation in Sudan: “Nearly three years of brutal conflict have almost turned Sudan into a land of despair. The report I am presenting today is yet another chapter in the chronicle of cruelty. It outlines clear, ongoing patterns of violence against civilians, including killings, rape, and torture. As the fighting has intensified, violations of international law by all parties to the conflict have surged, while accountability has remained practically absent,” he said.
