Another year of record emissions, warns UN meteorological agency head
Levels of the three main heat-trapping gases emitted into the atmosphere – carbon dioxide (CO2), methane (CH4) and nitrous oxide (N2O) – have reached yet another high, the UN meteorological agency, WMO, said on Monday.
In an appeal to Governments to do more to reverse countries’ reliance on producing energy from fossil fuels, in line with the 2015 Paris Agreement on Climate Change, Petteri Taalas, Secretary-General of the World Meteorological Organization (WMO), warned that “the future welfare of mankind” was at stake.
“We have again broken records in carbon dioxide concentrations and we have already exceeded 400ppm level which was regarded as a critical level,” he said, in reference to the 407.8 parts per million reading for 2018. “That happened already two years ago and this carbon dioxide concentration continues and continues and last year’s increase was about the same as we have been observing in the past 10 years, as an average.”
According to the World Meteorological Organization’s Greenhouse Gas Bulletin, since 1990, so-called “long-lived” greenhouse gases have caused a 43 per cent increase in total radiative forcing - the warming effect on the climate.
Of these gases, CO2 accounts for about 80 per cent, according to the US National Oceanic and Atmospheric Administration, whose data is quoted in the WMO Bulletin.
CO2 is particularly harmful in a global warming context because it remains in the atmosphere for centuries and in the oceans for even longer, the agency explained.
Professor Taalas noted too that when the Earth last had similar concentrations of the CO2, the temperature “was 2-3 degrees Celsius warmer (and) sea level was 10-20 metres higher than now”.
Turning to methane, which is responsible for 17 per cent of radiative forcing, Professor Taalas noted that “we have also been breaking records”, since last year’s increase “was the second-highest in the last 10 years”.
According to the WMO bulletin, global readings indicate that atmospheric methane (CH4) reached a new high of 1,869 parts per billion (ppb) in 2018, more than two and a half times the pre-industrial level.
Approximately 40 per cent of methane comes from natural sources, such as wetlands and termites, but 60 per cent comes from human activities, including cattle breeding, paddyfields, mines, landfills and biomass burning.
“For CH4, the increase from 2017 to 2018 was higher than both that observed from 2016 to 2017 and the average over the last decade,” the bulletin noted.
This upwards trend in emissions was repeated in the case of nitrous oxide (N2O), with concentrations in 2018 estimated at 331.1 parts per billion, or 123 per cent above pre-industrial levels.
“Nitrous oxide has contributed about six per cent of the warming so far,” said Professor Taalas. “It’s very much coming from farmlands and again there we have been breaking records, the steady growth of N2O concentration still continues.”
Based on current data, global emissions are not estimated to peak by 2030, let alone by 2020, if existing climate policies - as set out in countries’ Nationally Determined Contributions (NDCs) - remain unchanged, WMO believes.
Addressing this will involve promoting non-fossil-based energy sources, since “we produce 85 per cent of the global energy based on fossil ones – coal, oil and gas,” Professor Taalas said, “and only 15 per cent based on nuclear, hydro and renewables. And to be successful in implementation of the Paris Agreement we should revert those numbers in the coming decades.”
Highlighting the need for the global community to tackle emissions, the WMO head explained that the biggest polluters “used to be Europe and North America, USA, but China has become number one emitter – along with “fairly strong growth in the emissions of non-OECD countries” too.
This demonstrates that “you have to have global thoughts” if you want to solve this problem, Professor Taalas said. “The European Union nor USA cannot solve it alone, nor China; you have to have all of the countries involved.”
While Governments understand that this is a challenge, so too does the private sector, he added, noting that it was “more and more interested in finding solutions”.

New data showing that rivers were at their lowest level for decades last year provides further evidence that the climate crisis is real and countries must act immediately to protect themselves from the increasing threat to communities and livelihoods, the UN World Meteorological Organization (WMO) said on Thursday.
The key findings from WMO’s State of Global Water Resources 2025 report covering the hydrological cycle and extreme events in the five-year period to last year:
Highlighting the long-term decline in the Earth’s freshwater storage and glacier melt, WMO Secretary-General Celeste Saulo explained that the planet’s water reserves used to act as a planetary “savings account” that absorbed the occasional dry season, avoiding a water crisis. “One of the central stories of the 2025 report is what is happening to that savings account? And the simple answer is that we are depleting it,” she told journalists in Geneva.
Groundwater reserves are equally stretched and have been in decline since 2014, WMO’s report states, with nearly two-thirds of monitored wells worldwide showing levels lower than the historical norm and indicating a shift “further toward deficit…not recovery”.
“At the same time, we are seeing more water-related disasters,” Ms. Saulo said, while also stressing that the currently strengthening El Niño “will increase the risk of drought in some areas, and flooding in others”.
Glaciers disappearing
In 2025, for the fourth consecutive year, every major glaciated region on Earth lost ice mass, leading to short-term hazards including floods and long-term water insecurity, according to WMO.
Responding to a question about whether the changing global water cycle might have contributed to the deadly Nepal-China flooding disaster, Ms. Saulo explained that melting ice and rock was just one factor in the chain of events that ultimately sent a massive and deadly wall of water and debris downstream on 26 August, killing at least 1,367 people.
“You asked if it could happen again? Absolutely; the problem in this region is that there’s 63,700 glaciers at the last count,” she told a Press Conference in Geneva. “Even if you’re looking with remote sensing with satellites at these glaciers, you might see some faults, you might see some slight shifting, that does not mean necessarily catastrophic collapse. So, in order to plan for this, it’s very, very difficult. But the international community is looking very hard at ways in which we can bring people together to solve some of these monitoring issues.”
Data indicates that glaciers shrank between 2023 and 2025 with cumulative losses of 1,400 gigatonnes of water – or about one third of annual fresh water needs.
Every major glacier region on Earth lost ice for the fourth consecutive year.
“All 19 glacier regions around the globe lost ice; in Central Asia, Iceland, the Russian Arctic and western Canada and the United States, it was among the three worst years on record,” said Wayne Jenkinson, WMO’s Director of Hydrology and Cryosphere.
Some regions with smaller glaciers such as Central Europe, the Caucasus, the western Canada and the United States may already have reached “peak water”, Mr. Jenkinson warned.
“After this point, the glacier gives less meltwater each year simply because there is less ice left to melt. That matters for every community downstream that relies on water during hot, dry summers,” he explained.
Narelle van der Wel, WMO’s Head of Cryosphere Monitoring, Predictions and Services, stressed that while some further glacier loss is unavoidable, the eventual scale of the decline is not predetermined.
“Some glacier loss is inevitable, but total loss of glaciers is not yet inevitable,” she said, pointing to emissions reductions as central to limiting future losses.
Preparing for moving baselines
The report does not attribute every observed change to climate change alone. WMO says pressure on water resources and natural variability also contribute.
Mr. Jenkinson said governments need to prepare for “moving baselines” as historical patterns become less reliable.
“The situation 30 years ago is not where we are today,” he said. Countries, he added, need to prepare “for those changes that have really already arrived”.
