        Exposé des Nations Unies sur les droits de l'homme par Jeremy Laurence sur l'Afghanistan.


        « Le service des droits de l'homme de la Mission d'assistance des Nations unies en Afghanistan (MANUA) a publié ce matin un rapport détaillant les allégations de graves violations des droits humains commises par les autorités de facto des talibans à l'encontre de centaines d'anciens responsables gouvernementaux et d'anciens membres des forces armées. Ces violations ont été commises malgré les assurances données par les talibans quant à une amnistie générale pour les mêmes personnes », a-t-il déclaré.

        « Entre la prise de pouvoir par les talibans le 15 août 2021 et le 30 juin 2023, le Service des droits humains a obtenu des informations crédibles selon lesquelles des membres des autorités de facto étaient responsables de 218 exécutions extrajudiciaires, de 14 disparitions forcées, de plus de 144 cas de torture et de mauvais traitements, et de 424 arrestations et détentions arbitraires. La plupart de ces violations ont été commises contre d'anciens membres de l'armée nationale afghane, des policiers et des responsables de la Direction nationale de la sécurité », a déclaré Laurence

        « Le haut-commissaire aux droits de l'homme affirme que le rapport dresse un tableau inquiétant du traitement réservé aux personnes affiliées à l'ancien gouvernement et aux forces de sécurité de l'Afghanistan depuis le coup de pouvoir des talibans. Et ce, malgré les promesses faites par les autorités de facto de ne pas les cibler. C'est une trahison de la confiance de la population », a-t-il déclaré

        Le rapport détaille les violations commises dans les 34 provinces, ainsi que les témoignages des victimes et de leurs familles.

        La Haut-Commissaire exhorte les autorités de facto à examiner attentivement les conclusions du rapport et à respecter leurs obligations au titre du droit international relatif aux droits de l'homme en empêchant de nouvelles violations et en amenant les auteurs à rendre des comptes.
