إحاطة الأمم المتحدة لحقوق الإنسان بقلم جيريمي لورانس حول أفغانستان.
«نشرت دائرة حقوق الإنسان التابعة لبعثة الأمم المتحدة لتقديم المساعدة في أفغانستان (UNAMA) تقريرًا هذا الصباح يفصل مزاعم الانتهاكات الخطيرة لحقوقحقوقحقوق الإنسان من قبل سلطات طالبان الفعلية ضد مئات المسؤولين الحكوميين السابقين وأفراد القوات المسلحة السابقين. وقد تم تنفيذفيذفيذ هذه الانتهاكات على الرغم من تأكيدات طالبان بالعفو العام عن نفس الأشخاص».
«بين استيلاء طالبان على السلطة في 15 أغسطس 2021 و30 يونيووو 2023، حصلت خدمة حقوق الإنسان على تقارير موثوقة تفيد بأن أعضاء سلطات الأمر الواقع كانوا مسؤولينولينولين عن 218 عملية قتل خارج نطاق القضاء، و14 حالة اختفاء قسري، وأكثروأكثروأكثر من 144 حالة تعذيب وسوء معاملة، و 424 حالة اعتقال واحتجاز تعسفي. وقد ارتكبت معظم هذه الانتهاكات ضد أعضاء سابقين في الجيش الوطني الأفغاني والشرطة ومسؤولي المديرية الوطنيالوطنيالوطنية للأمن»، قالت لورانسورانسورانس.
«تقول المفوضة السامية لحقوق الإنسان إن التقرير يقدم صورة واقعية لمعاملة الأفراد المنتسبين إلى الحكومة السابقة وقوات الأمن في أفغانستان منذ استيلاء طالبان على السلطة. هذا على الرغم من التعهدات التي قدمتها السلطات الفعلية بعدم استهدافها. هذه خيانة لثقة الناس».
ويفصّل التقرير الانتهاكات التي وقعت في جميع المحافظات الـ 34، إلى جانب شهادات الضحايا وعائلاتهم.
وتحث المفوضة السامية سلطات الأمر الواقع على النظر بعناية في نتائج التقرير والوفاء بالتزاماتها بموجب القانون الدولي لحقوق الإنسان عن طريق منع وقوع المزيد من الانتهاكات ومحاسبة الجناة.

UN Human Rights Chief Volker Türk on Thursday briefed the Human Rights Council in Geneva on the human rights situation in Sudan: “Nearly three years of brutal conflict have almost turned Sudan into a land of despair. The report I am presenting today is yet another chapter in the chronicle of cruelty. It outlines clear, ongoing patterns of violence against civilians, including killings, rape, and torture. As the fighting has intensified, violations of international law by all parties to the conflict have surged, while accountability has remained practically absent,” he said.
