اليونيسف تصدر تنبيهًا بشأن الاحتياجات المتزايدة والموارد المتناقصة لعام 2024

“في وقت سابق من هذا الأسبوع، أطلقت اليونيسف نداء تمويل طارئ بقيمة 9.3 مليار دولار للوصول إلى ما لا يقل عن 94 مليون طفل في 155 دولة”، قال تيد شايبان، نائب المدير التنفيذي لليونيسف، في إحاطة للصحفيين يوم الجمعة في الأمم المتحدة في جنيف. “ومع ذلك، في وقت لم تكن فيه الاحتياجات الإنسانية واحتياجات الحماية أكبر من أي وقت مضى، نحن نقترب من عام 2024 بمواجهة توقعات تمويل متزايدة القتامة. التمويل المرن، الذي يسمح لنا بالاستجابة بالسرعة والحجم والمرونة، يتناقص، مما يقيد قدرتنا على الاستجابة بسرعة.”
حوالي 300 مليون شخص بحاجة ماسة إلى المساعدة الإنسانية حيث تركت الزلازل المدمرة والكوارث المتعلقة بالمناخ وتفشي الأمراض والصراعات الجديدة والمتزايدة عشرات الملايين من الأطفال وأسرهم في حالة من الصدمة. من خلال نداء العمل الإنساني للأطفال لعام 2024، تهدف اليونيسف إلى مواصلة مساعدة الأطفال بتدخلات منقذة للحياة.
“من بين حالات الطوارئ الأكثر نقصًا في التمويل في الوقت الحالي، لدينا السودان، بوركينا فاسو، جمهورية الكونغو الديمقراطية، ميانمار، هايتي، إثيوبيا، اليمن، الصومال، جنوب السودان وبنغلاديش”، قال السيد شايبان.
وأشار مسؤول اليونيسف إلى أن “العمل نادرًا ما كان بهذه الأهمية، وربما لم يكن أكثر تعقيدًا من قبل. الوضع المروع في غزة، الذي يهزنا إلى جوهر إنسانيتنا، يجسد هذا.”
“ما نراه هو زيادة في الاحتياجات في مساحة مالية ضيقة […] زيادة في عدم الاستقرار بسبب الصراع والمناخ، وتداعيات كوفيد والنتائج الاقتصادية لكوفيد”، قال. “إنه تهديد ثلاثي يواجهه الأطفال حول العالم.”
باستخدام الأموال المطلوبة لعام 2024، تخطط اليونيسف لتطعيم أكثر من 17 مليون طفل ضد الحصبة، وتمكين أكثر من 19 مليون طفل من الوصول إلى التعليم الرسمي وغير الرسمي، ودعم 26.7 مليون طفل ومقدمي الرعاية لهم في تلقي الرعاية الصحية النفسية والدعم النفسي الاجتماعي وتوفير المياه النظيفة لـ 52 مليون شخص، من بين برامج أخرى.
قال السيد شايبان إنه من الضروري أن “يستمر التطعيم في التوفر، وأن تستمر الرعاية الصحية الأولية في العمل، وأن يتمكن الأطفال من الوصول إلى العلاج ضد سوء التغذية الحاد الشديد، وأن تستمر بعض الأساسيات حول حماية الأطفال، والدعم النفسي الاجتماعي، والصحة النفسية، ومعالجة الانتهاكات الجسيمة ضد الأطفال، وتجنيد الأطفال من قبل الجماعات المسلحة، وكذلك التعليم، الذي هو تدخل منقذ للحياة في حالات الطوارئ، أن تستمر كل هذه الأمور في الوجود.”
أكد مسؤول اليونيسف أن “ما وراء المناطق التي تجذب العناوين الرئيسية المتأثرة بالصراع والأزمات الأخرى، هناك أطفال آخرون يعانون أيضًا”، مع زيادة في الكوارث المتعلقة بالمناخ، وتفشي الأمراض والنزوح، مما يعني أن الأطفال يستمرون في تحمل التأثير الذي لا يمكن تصوره للأزمات الطويلة الأمد والتهديدات الناشئة.
