Crise en RDC : le pire est à venir à moins que nous ne l'arrêtions, avertit le chef des droits de l'ONU
Le chef des droits de l'homme de l'ONU, Volker Türk, a exprimé de profondes préoccupations face à l'escalade violente en cours dans l'est de la République Démocratique du Congo (RDC) causée par l'offensive continue du M23 soutenue par le Rwanda. « Si rien n'est fait, le pire pourrait être à venir, pour le peuple de l'est de la RDC, mais aussi au-delà des frontières du pays, » a-t-il déclaré lors d'une session spéciale du Conseil des droits de l'homme à Genève.
Depuis le 26 janvier, près de 3 000 personnes ont été tuées et 2 880 blessées dans des attaques par le M23 et leurs alliés « avec des armes lourdes utilisées dans des zones peuplées, et des combats intenses contre les forces armées de la RDC et leurs alliés », a déclaré le Haut-Commissaire, alors que les États membres de l'ONU envisageaient de mettre en place une mission d'enquête pour examiner les violations extrêmes des droits commises dans les provinces du Nord-Kivu et du Sud-Kivu en RDC.
Un projet de résolution circulé avant la session spéciale - un événement relativement rare et seulement le 37ème depuis la création du Conseil en 2006 - a également condamné le soutien militaire du Rwanda au groupe armé M23 et a appelé le Rwanda et le M23 à cesser ces actions et à permettre immédiatement l'accès humanitaire.
Hôpitaux ciblés
S'adressant aux États membres de l'ONU, M. Türk a noté que deux hôpitaux à Goma avaient été bombardés le 27 janvier, tuant et blessant plusieurs patients, y compris des femmes et des enfants. Lors d'une évasion massive à la prison de Muzenze à Goma le même jour, au moins 165 détenues auraient été violées et la plupart ont ensuite été tuées dans un incendie dans des circonstances peu claires, a-t-il déclaré, citant les autorités.
« Je suis horrifié par la propagation de la violence sexuelle, qui est depuis longtemps une caractéristique épouvantable de ce conflit. Cela risque de s'aggraver dans les circonstances actuelles, » a poursuivi le chef des droits de l'ONU, ajoutant que le personnel de l'ONU vérifiait maintenant de multiples allégations de viol, de viol en réunion et d'esclavage sexuel dans les zones de conflit de l'est de la RDC.
