        Ravina Shamdasani, porte-parole des Nations unies pour les droits de l'homme, parle de l'escalade des hostilités entre Israël et le Hezbollah


        Nous sommes extrêmement alarmés par l'escalade brutale des hostilités entre Israël et le Hezbollah et appelons toutes les parties à cesser immédiatement la violence et à assurer la protection des civils,” a déclaré Ravina Shamdasani, porte-parole du Bureau des droits de l'homme de l'ONU.

        Hier a été la journée la plus meurtrière de violence depuis des années, avec des rapports faisant état d'au moins 492 morts et 1 645 blessés suite à une série de frappes aériennes israéliennes à travers le Liban,” a déclaré Shamdasani lors du point de presse hebdomadaire à Genève.

        Le ministère libanais de la Santé a indiqué que 35 enfants et 58 femmes figuraient parmi les morts, ainsi qu'un certain nombre de travailleurs médicaux. À titre personnel, l'un de nos collègues des droits de l'homme de l'ONU à Beyrouth a perdu sept membres de sa famille hier, dont deux enfants âgés de huit ans et un an, lors d'une frappe aérienne israélienne dans le sud du Liban,” a-t-elle déclaré.

        “Les routes du sud du Liban sont encombrées de personnes en voiture fuyant la violence. Cette dernière violence fait suite aux attaques meurtrières de la semaine dernière par téléavertisseur et radio bidirectionnelle au Liban et en Syrie, et au tir de centaines de roquettes par le Hezbollah sur Israël depuis le Liban,” a-t-elle ajouté.

        Le droit international humanitaire est très clair. Toutes les parties à un conflit armé doivent en tout temps distinguer entre la population civile et les combattants, ainsi qu'entre les biens civils et les objectifs militaires. Il faut constamment veiller à épargner la population civile et les biens civils. Les lois de la guerre obligent également toutes les parties à respecter le principe de proportionnalité,” a souligné Shamdasani.

        Les incidents dans lesquels des civils – y compris des enfants et des travailleurs médicaux – sont tués ou grièvement blessés, potentiellement en violation du droit international, doivent faire l'objet d'enquêtes indépendantes, approfondies et transparentes sur les circonstances des attaques,” a-t-elle déclaré.

        “Le Haut-Commissaire des Nations Unies Volker Türk appelle tous les États et acteurs ayant une influence dans la région et au-delà à éviter toute escalade supplémentaire et à faire tout leur possible pour assurer le plein respect du droit international,” a déclaré Shamdasani.
