        Le Haut-Commissaire des Nations Unies aux droits de l'homme, Volker Türk, est horrifié par l'escalade de la violence à El-Fasher, au Darfour, où les hostilités entre les Forces armées soudanaises et les Forces de soutien rapide – soutenues par leurs groupes armés alliés respectifs – ont des conséquences profondément dévastatrices sur les civils,a déclaré la porte-parole Ravina Shamdasani lors du point de presse bihebdomadaire à Genève vendredi.

        “Au moins 58 civils auraient été tués et 213 autres blessés à El-Fasher depuis que les combats ont considérablement escaladé la semaine dernière, et ces chiffres sont certainement sous-estimés,” a-t-elle déclaré.

        Préoccupé par l'escalade à El-Fasher, le Haut-Commissaire a eu mardi des appels téléphoniques séparés avec le lieutenant-général Abdel Fattah Al-Burhan, président du Conseil de souveraineté de transition et commandant des Forces armées soudanaises, et le général Mohamed Hamdan Dagalo, commandant des Forces de soutien rapide. Lors de ces appels, il a exhorté les deux généraux à agir immédiatement et publiquement pour désamorcer la situation, a expliqué Shamdasani.

        “Il les a également appelés à mettre de côté leurs positions enracinées et à prendre des mesures spécifiques et concrètes pour cesser les hostilités et assurer la protection effective des civils – comme c'est leur obligation en vertu du droit international des droits de l'homme et du droit international humanitaire, et conformément à leurs engagements pris dans la Déclaration de Djeddah, conclue en mai 2023,” a déclaré la porte-parole.

        “Nous avons averti les deux commandants que les combats à El-Fasher, où plus de 1,8 million de résidents et de personnes déplacées à l'intérieur du pays sont actuellement encerclés et risquent de manière imminente la famine, auraient un impact catastrophique sur les civils et approfondiraient les conflits intercommunautaires avec des conséquences humanitaires désastreuses,” a déclaré Shamdasani.

        Le Haut-Commissaire a rappelé aux commandants leurs obligations en vertu du droit international humanitaire de garantir le strict respect des principes de distinction, de proportionnalité et de précaution et de mettre fin à toute violation en cours, ainsi que d'assurer la responsabilité des violations du droit international humanitaire et du droit international des droits de l'homme commises par leurs forces respectives et leurs alliés,” a-t-elle ajouté.

        Il les a également exhortés à redoubler d'efforts pour parvenir à une solution négociée, notamment en reprenant rapidement les négociations de cessez-le-feu, et à faciliter l'accès complet à l'aide humanitaire dans les zones sous le contrôle de leurs forces respectives.

        Le Haut-Commissaire s'était entretenu pour la dernière fois directement, en personne, avec les deux commandants en novembre 2022, lors d'une visite officielle au Soudan.
