“Un rapport publié ce matin par notre bureau détaille de multiples attaques indiscriminées par les Forces armées soudanaises et les Forces de soutien rapide dans des zones densément peuplées, y compris des sites abritant des personnes déplacées internes - notamment dans la capitale Khartoum, à Omdurman, Kordofan et au Darfour lors des combats entre avril et décembre 2023,” a déclaré Magango, parlant depuis Nairobi.
“Rien que cette semaine, des preuves vidéo crédibles examinées par notre bureau montrent que plusieurs étudiants voyageant par la route dans l'État du Kordofan-Nord auraient été décapités par des hommes en uniforme des FAS dans la ville d'El-Obeid, en raison de leur appartenance ethnique présumée en tant que partisans des RSF. Les images vidéo, publiées sur les réseaux sociaux le 15 février, montrent des troupes paradant avec des têtes décapitées dans la rue tout en scandant des insultes ethniques,” a-t-il déclaré.
Au Darfour, des milliers de personnes ont été tuées dans des attaques des RSF, dont certaines étaient motivées par des considérations ethniques. Le rapport indique qu'entre mai et novembre 2023, les RSF et leur milice arabe alliée ont mené au moins 10 attaques contre des civils à El-Geneina, la capitale du Darfour occidental, tuant des milliers de personnes, la plupart appartenant à la communauté ethnique africaine des Masalit. Il y a également eu des meurtres commis par les RSF et leurs alliés dans la ville de Morni et à Ardamata - où au moins 87 corps ont été enterrés dans une fosse commune.
“À la mi-décembre, plus de 6,7 millions de personnes avaient été déplacées par le conflit - à la fois au Soudan et dans les pays voisins. Ce nombre est depuis passé à plus de huit millions,” a déclaré le porte-parole.
Le rapport cite l'“Autorité populaire pour soutenir les Forces armées soudanaises”, une entité pro-FAS, affirmant qu'elle avait armé 255 000 jeunes hommes dans des camps à travers le Soudan. Des enfants ont également été recrutés par les RSF parmi les tribus arabes au Darfour et au Kordofan. Des communautés ethniques africaines, notamment les Fur, Masalit et Zaghawa, ont également répondu aux campagnes de recrutement des FAS, indique-t-il.
“Il doit y avoir des enquêtes promptes, approfondies, efficaces, transparentes, indépendantes et impartiales sur toutes les allégations de violations et d'abus des droits de l'homme internationaux et de violations du droit international humanitaire, et les responsables doivent être traduits en justice,” a déclaré Magango.
