Séance d'information de l'ONU sur les droits de l'homme par Ravina Shamdasani sur l'Alabama
Cela fait suite à l'exécution jeudi soir en Alabama de Kenneth Eugene Smith.
“Nous avons vu que les autorités ont déclaré que cela avait fonctionné, et que c'est une méthode d'exécution satisfaisante. Ce n'est pas le cas. Cela pourrait constituer de la torture, un traitement inhumain et dégradant en violation des traités, des traités relatifs aux droits de l'homme que les États-Unis ont signés, a déclaré la porte-parole du Haut-Commissariat des Nations unies aux droits de l'homme, Ravina Shamdasani.
Shamdasani a noté qu'en plus de l'Alabama, le Mississippi et l'Oklahoma ont approuvé l'exécution par suffocation à l'azote, et un projet de loi a été présenté au Nebraska pour en approuver l'utilisation.
“Nous sommes très inquiets que cela puisse ouvrir la porte à d'autres exécutions. C'est pourquoi nous estimons nécessaire de réaffirmer clairement que cela n'est pas acceptable,” a-t-elle déclaré lors du point presse régulier à Genève.
“Nous regrettons profondément l'exécution de Kenneth Eugene Smith en Alabama malgré de sérieuses préoccupations concernant cette méthode novatrice et non testée de suffocation par gaz d'azote, qui pourrait constituer de la torture, ou un traitement cruel, inhumain ou dégradant,” a souligné Shamdasani.
“La peine de mort est incompatible avec le droit fondamental à la vie. Nous exhortons tous les États à mettre en place un moratoire sur son utilisation, comme étape vers l'abolition universelle,” a déclaré Shmadasani.
