        “La crise des droits de l'homme dans l'est de la République Démocratique du Congo continue de s'aggraver, alors que les hostilités entre les forces armées et le groupe armé M23 soutenu par le Rwanda s'étendent vers le Sud-Kivu suite à la prise de Goma par le M23. Les rapports indiquent que le M23 a progressé plus au sud vers Bukavu, a déclaré l'orateur Jeremy Laurence.

        “Depuis le début de la crise, des bombes ont frappé au moins deux sites de personnes déplacées internes (PDI), causant des victimes civiles. Nous avons également documenté des exécutions sommaires d'au moins 12 personnes par le M23 entre le 26 et le 28 janvier,” a déclaré Laurence lors du point de presse bi-hebdomadaire à Genève.

        “Notre bureau a également documenté des cas de violences sexuelles liées au conflit par l'armée et les combattants alliés Wazalendo dans le territoire de Kalehe. Nous vérifions des rapports selon lesquels 52 femmes ont été violées par des troupes congolaises au Sud-Kivu, y compris des allégations de viols collectifs,” a déclaré l'orateur .

        Dans d'autres zones sous contrôle du M23 au Sud-Kivu, comme Minova, le M23 a occupé des écoles et des hôpitaux, forcé les PDI à quitter les camps et soumis la population civile à la conscription forcée et au travail forcé.

        “De plus, les responsables de la RDC rapportent qu'au moins 165 femmes ont été violées par des détenus masculins lors de l'évasion de plus de 4 000 détenus de la prison de Muzenze à Goma le 27 janvier, alors que le M23 commençait son assaut sur la ville,” a déclaré l'orateur.

        “La violence sexuelle liée au conflit est une caractéristique effroyable des conflits armés dans l'est de la RDC depuis des décennies. Le Haut-Commissaire Volker Türk est particulièrement préoccupé par le fait que cette dernière escalade risque d'aggraver encore davantage le risque de violence sexuelle liée au conflit. La prolifération actuelle des armes à Goma exacerbe les risques déjà importants de violations et d'abus graves.”

        Le Bureau des droits de l'homme de l'ONU continue de recevoir des demandes urgentes de protection de la part des civils et travaille avec des collègues de l'ONU et d'autres partenaires pour assurer leur sécurité.

        Alors que le M23 avancerait vers Bukavu, la capitale du Sud-Kivu, le Haut-Commissaire appelle à la fin de la violence et à ce que toutes les parties respectent leurs obligations en vertu du droit international des droits de l'homme et du droit international humanitaire.

        Il est crucial qu'il y ait des enquêtes sur la commission de violations, en vue de traduire les auteurs en justice et d'assurer une responsabilité complète, a souligné Laurence.
