L'aide afflue à Gaza “à grande échelle” conformément à l'accord de cessez-le-feu qui a permis la libération d'otages israéliens et de prisonniers palestiniens, ainsi que la réunification des familles, mais les besoins restent énormes dans l'enclave dévastée, ont déclaré mardi les humanitaires de l'ONU.
Au deuxième jour du cessez-le-feu entré en vigueur dimanche 19 janvier, le bureau de coordination de l'aide de l'ONU, OCHA, a salué la “montée en puissance” de l'aide humanitaire vitale dans l'enclave, après 15 mois de bombardements israéliens dévastateurs.
Les camions d'aide ont commencé à entrer à Gaza “quelques minutes après l'entrée en vigueur de l'accord dimanche,” a déclaré le porte-parole de l'OCHA Jens Laerke. “Jusqu'à présent - ces deux premiers jours d'entrée - il n'y a eu aucun rapport de pillage ou d'attaques contre les travailleurs humanitaires.”
Plus de 900 camions d'aide sont entrés dans la bande de Gaza lundi, alors que la trêve tenait entre Israël et les militants palestiniens du Hamas, selon les autorités israéliennes et les garants du cessez-le-feu, les États-Unis, le Qatar et l'Égypte.
“Enfin, l'aide à grande échelle entre,” a déclaré M. Laerke. “Enfin, d'autres otages ont été libérés et peuvent être réunis avec leurs familles et enfin, des femmes et des mineurs ont été libérés de la détention. C'est un immense espoir, fragile mais vital ; cet accord doit tenir.”
Les priorités immédiates pour les Gazaouis incluent “obtenir de la nourriture, ouvrir des boulangeries, obtenir des soins de santé, réapprovisionner les hôpitaux, réparer les réseaux d'eau, réparer les abris, réunir les familles,” a déclaré le porte-parole de l'OCHA aux journalistes à Genève. “Beaucoup de choses que nous avons faites tout au long, mais pas du tout à l'échelle nécessaire. Et c'est ce que nous espérons et travaillons à pouvoir faire maintenant.”
Les humanitaires de l'ONU ont longtemps soutenu que l'ensemble de la population de Gaza – plus de deux millions de personnes – dépend de ces éléments essentiels. Ils incluent des enfants, qui représentent environ la moitié de la population de la bande, “dont beaucoup survivent avec un seul repas par jour”, a déclaré l'OCHA dans une mise à jour.
“Nous devons et nous maximiserons la livraison à travers cette ouverture. La faim est répandue, les gens sont sans abri ; les maladies, les blessures sont omniprésentes. Les enfants sont séparés et il y a un nuage de traumatisme psychologique profond qui plane sur Gaza et qui doit être traité.”
Les besoins urgents en matière de santé doivent également être abordés dans toute la bande de Gaza où un hôpital sur deux n'est pas fonctionnel, d'autres ne sont que partiellement fonctionnels et la majorité des établissements de santé ont subi des dommages, selon l'Organisation mondiale de la santé (OMS) des Nations Unies. “L'idée est vraiment d'essayer aussi rapidement que possible de fournir des installations de santé aux habitants de Gaza, en se concentrant sur les soins d'urgence, la santé maternelle et infantile et d'autres domaines,” a déclaré le porte-parole de l'OMS Tarik Jasarevic.
Il a ajouté : “Nous ne devons pas oublier d'autres domaines et c'est 12 000 patients qui ont encore besoin d'être évacués hors de Gaza. Nous devons nous assurer que ces personnes peuvent aller recevoir les soins médicaux dont elles ont besoin. Nous avons parlé à 25 000 personnes [qui] ont subi des blessures qui changent la vie. Ces personnes ont besoin de services de réhabilitation qui ne sont pas disponibles actuellement.”
