Jeremy Laurence, porte-parole de l'ONU pour les droits de l'homme, parle du raid israélien à Gaza pour libérer des otages
“Nous sommes profondément choqués par l'impact sur les civils de l'opération des forces israéliennes à An Nuseirat ce week-end pour sécuriser la libération de quatre otages. Des centaines de Palestiniens, dont beaucoup de civils, auraient été tués et blessés. La manière dont le raid a été mené dans une zone si densément peuplée remet sérieusement en question si les principes de distinction, de proportionnalité et de précaution - tels qu'énoncés dans les lois de la guerre - ont été respectés par les forces israéliennes,” a-t-il déclaré.
“Notre Bureau est également profondément préoccupé par le fait que des groupes armés palestiniens continuent de détenir de nombreux otages, dont la plupart sont des civils, ce qui est interdit par le droit humanitaire international. De plus, en retenant des otages dans des zones si densément peuplées, les groupes armés mettent ainsi en danger la vie des civils palestiniens ainsi que celle des otages eux-mêmes, face aux hostilités. Toutes ces actions, de part et d'autre, peuvent constituer des crimes de guerre,” a déclaré Laurence.
“Le Haut-Commissaire aux droits de l'homme, Volker Türk, se félicite d'une résolution du Conseil de sécurité Résolution 2735 appelant à un "cessez-le-feu total et complet", à la libération des otages détenus par des groupes armés palestiniens, au retour des dépouilles des otages morts et à l'échange de prisonniers palestiniens. Une priorité immédiate doit être d'assurer le flux complet et sans entrave de l'aide humanitaire à la population désespérée de Gaza,” a-t-il déclaré.
Le Haut-Commissaire des Nations Unies aux droits de l'homme appelle toutes les parties ainsi que les États tiers, en particulier ceux ayant une influence sur les parties au conflit, à maximiser également les efforts pour atteindre l'objectif où les Israéliens et les Palestiniens peuvent pleinement jouir de tous les droits humains et vivre côte à côte, en paix.
