Plus de 1,3 million de personnes fuyant le Soudan font face à l'incertitude au Soudan du Sud
Bien plus de 1,3 million de personnes ont fui la guerre en cours au Soudan pour le Soudan du Sud, a rapporté vendredi l'agence des Nations Unies pour les migrations, l'OIM, au milieu d'une violence croissante et d'une urgence humanitaire massive liée à la crise politique du pays.
Dans une mise à jour depuis Juba, la Directrice adjointe des opérations de l'agence, Ugochi Daniels, a souligné que le Soudan du Sud est l'un des pays les plus touchés par les déplacements dans le monde, bien que la situation soit rarement évoquée dans les médias mondiaux.
« Près de 10 millions de personnes ont besoin d'une aide humanitaire et plus de 2,3 millions de personnes sont déplacées à l'intérieur du pays », a-t-elle déclaré aux journalistes à Genève via vidéo. « Au cours des deux derniers mois seulement, plus de 250 000 personnes ont été déplacées et pourtant cela a à peine été enregistré sur la scène internationale. »
Ce développement fait suite à une alerte lundi pour le peuple du Soudan du Sud émise par le principal responsable de l'aide des Nations Unies, Tom Fletcher. Avant cet avertissement, trois travailleurs humanitaires ont été tués plus tôt ce mois-ci dans les États de Jonglei et du Haut-Nil.
Des combats ont été signalés dans ces deux États du nord-est entre les forces gouvernementales et celles loyales au vice-président Riek Machar, qui est jugé pour trahison et reste en résidence surveillée.
L'insécurité violente a gravement entravé l'accès humanitaire, avec des opérations d'aide des Nations Unies suspendues dans certaines parties des États du Haut-Nil et du nord de Jonglei. Dans certains cas, des corridors fluviaux sont utilisés pour livrer de la nourriture et des secours nutritionnels là où les besoins sont les plus grands.
« Nous avons reçu des assurances d'améliorations en matière d'accès, mais la réalité est que c'est fragile », a déclaré Mme Daniels de l'OIM. « Il peut y avoir un accès aujourd'hui, pas d'accès demain. Il y a un impact énorme sur nos opérations. »
Elle a noté qu'à Bentiu, le plus grand site de déplacement du pays, plus de 109 000 personnes vivent entourées par les eaux de crue et sont « de plus en plus exposées » aux impacts du changement climatique.
Pour contrer cela, l'OIM a soutenu les efforts de mitigation des inondations avec le gouvernement sud-soudanais et la Banque mondiale, ce qui a conduit à une récupération réussie des terres.
Cela a permis aux personnes et aux familles de commencer à reconstruire des maisons résistantes aux inondations et à se reconnecter aux services de base, a expliqué la haute responsable de l'OIM.
