ORATEUR (Anglais) Pedro Manuel Moreno, Secrétaire général adjoint, CNUCED : « L'opération militaire prolongée, combinée à des restrictions de longue date, a plongé l'économie du territoire palestinien occupé dans son déclin le plus profond jamais enregistré. Une grande partie des infrastructures, des actifs productifs et des services publics ont été endommagés ou détruits, anéantissant des décennies de progrès.
Le résultat est l'une des crises économiques les plus profondes et les plus graves observées ces dernières décennies. La situation à Gaza est particulièrement sévère. Gaza traverse l'effondrement économique le plus rapide et le plus dommageable jamais enregistré. En 2024, son PIB a chuté de 83 % par rapport à 2023. Après une autre forte baisse l'année précédente, le PIB par habitant est tombé à seulement 161 $ — soit moins de 0,50 $ par jour — parmi les plus bas au monde.»

ORATEUR (Anglais) Pedro Manuel Moreno, Secrétaire général adjoint, CNUCED : « La destruction des infrastructures, la perte de capacité productive et le déplacement de la population ont causé des dommages à long terme aux personnes et à leur capacité à gagner leur vie. La Cisjordanie connaît également sa pire récession jamais enregistrée. L'insécurité croissante, les restrictions strictes de mouvement et d'accès, et la perte d'opportunités productives dans de nombreux secteurs ont entraîné une baisse de 17 % du PIB en 2020, et le PIB par habitant a chuté de près de 19 %.»

7. ORATEUR (Anglais) Pedro Manuel Moreno, Secrétaire général adjoint, CNUCED : « En même temps, la capacité du gouvernement palestinien à répondre s'est encore affaiblie. Les déficits de revenus, les transferts fiscaux retenus et la baisse du soutien extérieur ont exercé une pression sévère sur les finances publiques, limitant les services publics essentiels. Depuis octobre 2023, la situation fiscale s'est fortement détériorée, faisant de 2024 l'une des années les plus difficiles que le gouvernement ait connues. Sous ces pressions, un soutien financier international urgent et constant est nécessaire pour stabiliser les finances publiques, protéger les institutions clés et créer les conditions pour la reprise et la reconstruction.»

9. ORATEUR (Anglais) Pedro Manuel Moreno, Secrétaire général adjoint, CNUCED : « Notre rapport appelle à un plan de relance global pour le territoire palestinien occupé. Cela inclut une assistance internationale coordonnée, la restauration des transferts fiscaux et des mesures pour assouplir les restrictions sur le commerce, le mouvement et l'investissement. Selon les estimations de l'ONU, de l'Union européenne et de la Banque mondiale, plus de 70 milliards USD seront nécessaires pour reconstruire Gaza. Ce chiffre reflète à la fois l'ampleur de la destruction et le long chemin vers la reprise — même avec une forte croissance et une aide généreuse. Mais surtout, un cessez-le-feu durable atteint en octobre 2025 est essentiel pour toute reprise significative. L'aide humanitaire reste également urgente et ne peut attendre. Comme notre Secrétaire général, Rebeca Grynspan, l'a dit hier, nous accueillons favorablement la résolution du Conseil de sécurité sur le plan global pour mettre fin au conflit à Gaza. Ce cessez-le-feu offre une opportunité cruciale non seulement pour mettre fin aux souffrances de millions de personnes, mais aussi pour commencer à traiter les dommages économiques décrits dans ce rapport.»

UN Human Rights Chief Volker Türk on Thursday briefed the Human Rights Council in Geneva on the human rights situation in Sudan: “Nearly three years of brutal conflict have almost turned Sudan into a land of despair. The report I am presenting today is yet another chapter in the chronicle of cruelty. It outlines clear, ongoing patterns of violence against civilians, including killings, rape, and torture. As the fighting has intensified, violations of international law by all parties to the conflict have surged, while accountability has remained practically absent,” he said.
