« C'est tragique, car beaucoup ont vécu dans la misère depuis le début du conflit il y a près de 14 ans », a déclaré l'orateur du Bureau des droits de l'homme de l'ONU, Jeremy Laurence.
« Notre Bureau a documenté un certain nombre d'incidents extrêmement préoccupants ayant entraîné de multiples victimes civiles, y compris un grand nombre de femmes et d'enfants, résultant d'attaques à la fois par Hayat Tahrir al-Sham (HTS) et par les forces pro-gouvernementales », a-t-il déclaré aux journalistes lors du point de presse bi-hebdomadaire de l'ONU à Genève.
Les hostilités entraînent la destruction et des dommages aux objets civils, y compris les établissements de santé, les bâtiments abritant des institutions dédiées à l'éducation, et les marchés alimentaires.
« Nous sommes en train de vérifier des attaques meurtrières touchant des civils. Par exemple : le 29 novembre, quatre hommes civils ont été tués, apparemment à la suite de multiples frappes au sol par HTS touchant une zone abritant les dortoirs des étudiants de l'université d'Alep dans le quartier de Hamdaniyah, dans la partie ouest de la ville d'Alep. Selon les informations recueillies par notre Bureau, toutes les victimes étaient des étudiants de l'université et, par la suite, de nombreux autres étudiants ont fui le complexe universitaire », a déclaré Laurence.
« Le 1er décembre, 22 civils ont été tués, dont trois femmes et sept enfants, et au moins 40 autres ont été blessés, apparemment à la suite de multiples frappes aériennes par les forces pro-gouvernementales à Idlib. Selon les informations reçues, plusieurs frappes aériennes ont touché un marché local et cinq zones résidentielles de la ville. La plupart des victimes se trouvaient dans les rues près de chez elles et sur le marché au moment des frappes aériennes. Les attaques aériennes ont également causé des dommages importants aux maisons civiles, aux magasins, au marché local, à la mosquée Al-Hayat et à l'école élémentaire Al-Fatih », a déclaré l'orateur.
Laurence a également rappelé à toutes les parties leurs obligations et responsabilités en vertu du droit international des droits de l'homme et du droit humanitaire pour protéger les civils et les infrastructures civiles.
Même avant que 500 000 personnes ne fuient à travers la frontière en provenance des combats au Liban en septembre, on estimait que 16,7 millions de Syriens avaient besoin d'une assistance humanitaire. « Il est tragique que tant de personnes aient dû supporter de telles difficultés pendant si longtemps », a déclaré Laurence.
Il a noté que des dizaines de milliers de personnes supplémentaires ont été déplacées depuis le 27 novembre, et leur situation est maintenant critique alors que l'hiver approche. L'aide vitale ne peut en grande partie pas atteindre la zone de conflit. Les hôpitaux et les établissements de santé publique à Alep fonctionnent à pleine capacité et disposent de personnel et de fournitures limités.
« Le Haut-Commissaire exhorte toutes les parties à désamorcer, à protéger les civils et à permettre à l'aide vitale de parvenir à ceux qui en ont besoin. De plus, nous appelons les tiers ayant de l'influence à faire tout ce qui est en leur pouvoir pour assurer le respect du droit humanitaire international, promouvoir le dialogue et empêcher cette violence continue d'exacerber la souffrance du peuple syrien et d'enflammer davantage les tensions régionales », a déclaré Laurence.
