10 ans de conflit prolongé et d'instabilité en République centrafricaine
Meritxell Relaño Arana, Représentante du Fonds des Nations Unies pour l'enfance (UNICEF) en République centrafricaine, a déclaré aujourd'hui que les trois millions d'enfants de la République centrafricaine faisaient face au niveau le plus élevé de crises et de privations superposées et interconnectées au monde. Le pays était classé premier parmi 191 pays comme étant le plus à risque de catastrophe humanitaire. 10 ans d'instabilité prolongée en République centrafricaine avaient laissé chaque enfant du pays en danger. Un enfant sur deux n'avait pas accès aux services de santé ; seulement un tiers des enfants fréquentaient régulièrement l'école ; près de deux jeunes femmes sur trois étaient mariées avant l'âge de 18 ans ; et près de 40 pour cent des enfants souffraient de malnutrition chronique. Le fait que la crise se soit étendue sur tant d'années signifiait que les enfants de la République centrafricaine étaient devenus invisibles. Cependant, il y avait de l'espoir. Il était maintenant temps pour la communauté internationale de se mobiliser pour un changement de cap pour les enfants de la République centrafricaine. Le nouveau plan national de développement du gouvernement signifiait que l'UNICEF et ses partenaires disposaient d'un mécanisme viable pour tracer une nouvelle voie pour le pays. En cette rare occasion, le plus grand risque était que ceux sur lesquels les enfants comptaient, comme les donateurs internationaux, les médias mondiaux et un public informé, tournent le dos face à une crise mondiale simultanée. Cela signifierait que de nombreux enfants mourraient inutilement et que beaucoup verraient leur avenir détruit. Il était impératif que la communauté internationale n'oublie pas les enfants de la République centrafricaine.
En réponse aux questions, Mme Relaño a déclaré qu'il y avait trois millions d'enfants en République centrafricaine et que la moitié de la population avait moins de 18 ans. C'était la première fois que le pays avait un plan national de développement qui guiderait les investissements en capital et améliorerait les services sociaux pour les enfants, y compris la santé et l'éducation. La communauté internationale devait se rallier à ce plan pour soutenir le gouvernement et garantir la mise en œuvre des services sociaux.
En réponse à d'autres questions, Mme Relaño a déclaré que 40 pour cent des enfants en République centrafricaine souffraient de malnutrition chronique et que 5,5 pour cent souffraient de malnutrition sévère ou aiguë. Ces enfants mourraient s'ils ne recevaient pas de traitement. Pour prévenir la malnutrition, il fallait un investissement soutenu dans la protection sociale, pour surmonter l'insécurité alimentaire et investir dans la société pour prévenir ces cas.
James Elder, pour le Fonds des Nations Unies pour l'enfance (UNICEF), a déclaré qu'il y avait des notes de plaidoyer d'une page sur les enfants en République centrafricaine qui avaient été distribuées aux journalistes.
Les efforts d'aide aux réfugiés au Soudan s'étendent à deux nouveaux pays alors que les combats font rage
Ewan Watson, pour le Haut-Commissariat des Nations Unies pour les réfugiés (HCR), a déclaré
aujourd'hui que le HCR lançait le plan régional de réponse aux réfugiés pour ceux qui étaient contraints de fuir le Soudan. Ils recherchaient 1,5 milliard USD auprès des partenaires humanitaires pour aider et protéger jusqu'à 3,3 millions de personnes contraintes de fuir, ainsi que les communautés locales qui les accueillaient. Actuellement, ce plan était financé à moins de 20 pour cent. M. Watson venait de rentrer du Soudan où il avait visité des camps de réfugiés. La situation était incroyablement difficile et une tragédie épouvantable pour les civils. C'était l'une des crises les plus négligées au monde et la crise de déplacement la plus urgente au monde en ce moment. Le Soudan était extrêmement proche de conditions de famine. Les inondations entravaient également la livraison de l'aide humanitaire et les gens étaient piégés et incapables de fuir. Les écoles étaient fermées, laissant une génération en péril. M. Watson avait visité des écoles à Kosti et dans l'État du Nil Blanc qui avaient été converties en abris de fortune. Dans l'État du Nil Blanc, la population avait doublé, accueillant un million de personnes supplémentaires qui avaient fui d'autres régions. L'accès humanitaire au Soudan était brutalement difficile et les inondations n'aidaient pas. Moins d'aide atteignant les personnes au Soudan forcerait plus de personnes à fuir. 10 millions de personnes avaient déjà fui à l'intérieur et à l'extérieur du pays, dont deux millions vers les pays voisins. Les gens faisaient des choix horribles et impossibles en quittant le Soudan.
Le plan de réponse aux réfugiés avait ajouté deux nouveaux pays - la Libye et l'Ouganda - à la liste des pays accueillant des réfugiés du Soudan qui avaient besoin d'un soutien supplémentaire. Cela s'ajoutait à d'autres pays, dont le Tchad, l'Égypte et le Soudan du Sud, qui accueillaient des réfugiés. En Libye, 20 000 nouvelles arrivées avaient été enregistrées depuis le début de la guerre, principalement en provenance du Darfour. On pensait que des milliers d'autres étaient arrivés en Libye sans être enregistrés. Les ressources étaient surchargées, y compris l'hébergement et les fournitures médicales. L'Ouganda était le plus grand pays hôte de réfugiés en Afrique et plus de 39 000 réfugiés étaient arrivés du Soudan depuis le début de la guerre.
