HRC 54 – Interactive Dialogue on Haiti

Mr Vice President, I have the honour to deliver this statement on behalf of CARICOM in Geneva.
We thank the **** Commissioner and independent Expert for the report, which underscores the urgency of addressing the multidimensional challenges faced by Haiti, such as violence by armed groups, political instability and humanitarian crises, including those engendered by epidemics and disasters.
These directly impact the enjoyment of all human rights by the people of Haiti, especially those in the most vulnerable situations.
As the report concludes, enabling a solution led by Haiti requires the appropriate support, allocation of resources and heightened international attention and engagement.
As stated by Haitian Prime Minister Ariel Henry at the UNGA last month, the situation in Haiti has indeed reached a critical point and we therefore welcome the recent Security Council decision to authorise a multi national security support mission for Haiti.
CARICOM continues to play its part in supporting the country, including through its Eminent Persons Group, and some of our Member States have already pledged to contribute personnel to the force to assist Haiti in countering its security challenges.
This demonstrates the value of multilateral cooperation in seeking solutions.
Comprehensive technical assistance and capacity building support are also imperative for assisting the country with restoring democratic institutions, strengthening law enforcement, engaging communities and enhancing border security.
Mr Vice President, CARICOM reiterates its pledge to continue efforts to collaborate with the Haitian government and all stakeholders to find a Haitian LED solution to the plight of Haiti and calls on the international community to support the country towards this end.
